For Consideration: Approval of Bylaws for the Employee Advisory Council

ISSUE: Approval of the proposed changes to the Employee Advisory Council’s (EAC) bylaws (see links below).


TIMING: Civil Service Commission (Commission) consideration is requested on March 13, 2025 so the bylaws can be approved.


BACKGROUND: The EAC advises the Fairfax County Executive, Department of Human
Resources Director, and the Commission on the needs and concerns of County employees and provides recommendations for improvements to the merit system and administration of County government.


It revised the bylaws to stagger representative’s terms of service to ensure continuity; to clarify the role of the Secretary; to allow the EAC to meet with a broader range of County leaders during monthly meetings; to update the language regarding EAC assistance with the grievance process outlined in Chapter 17 of the Fairfax County Personnel Regulations; and to establish periodic review of agency group assignments to ensure balance. The revised bylaws were approved at the November 20, 2024, EAC meeting.
